How Not to Manage the Bureaucracy
Multiple things can be true:
1. A country is run by its civil service
2. It can be failing and inefficient
3. One of the reasons it is failing and inefficient is that it is seen as sacrosanct and beyond scrutiny
The bureaucracy never thought the fight would reach this point.
No matter where you go, there you are.
